In this CRITERIA webinar, Martín Sabignoso explains how the Latin American experience has been in the combined use of PBS and FBR; the first, as a backbone instrument for strengthening all the essential functions of a health system and the second, as a mechanism to achieve a more strategic direction of the available resources and to deliberately create the incentives that promote the necessary performance improvements to materialize the promises formulated by the PBS.
