There is a consensus in the world on the importance of citizen participation in the explicit priority setting of health spending. This not only helps to increase the legitimacy of decisions, but also allows citizens' preferences to be included, which are rarely taken into account in the scientific evidence that analyzes health technologies. The question then is not whether there should be citizen participation or not, but who should participate, when and with what tools.
